Factory OS: candidate → in service → observation → downgrade → decommissioned. Orthogonal to the three states of "researchable / paper-runnable / live-tradeable"; after the retirement scan is written back, synthesis removes retired and applies the weight cap.

Retirement blocks further delivery; a strategy can return only after renewed research or new checks.
